EU Bans Class of Pesticides Thought Harmful to Bees

On April 29, the European Union voted to largely ban the use of neonicotinoids, a type of pesticide, for two years beginning in December 2013. The ban had 15 member state supporters, including France, Germany, and Poland; eight opponents, including the United Kingdom; and four abstaining votes.

The ban restricts the use of three pesticides—imidacloprid, clothianidin, and thiamethoxam—on flowering crops, which honeybees depend on for pollen and hive health. Environmental groups, beekeepers, scientists, and the public hailed the ban as a victory for the precautionary principle, which urges caution and careful scientific study in circumstances where the effects of a chemical or action on the environment are not sufficiently clear.

Neonicotinoids are thought to be particularly harmful for insects because the chemical is applied directly to a plant’s seed instead of its leaves or flowers. This makes the pesticide present in the plant’s pollen. Neonicotinoids are also persistent chemicals, meaning that they do not degrade within weeks or months, but rather remain in the nerve systems of insects, causing systemic and lasting damage.

In the United States, a coalition of beekeeping companies and environmental groups sued the Environmental Protection Agency in March over its approval of neonicotinoids for domestic use. The groups cited a lack of scientific understanding of the pesticides’ effect on bees and other insects, and drew a possible connection between the chemicals and the ongoing collapse of honeybee hives across the country and worldwide.

This bee population crisis, known as colony collapse disorder, emerged in 2005, and scientists have not yet identified a clear cause. Numerous peer-reviewed scientific studies have both confirmed and denied a link between neonicotinoids and beehive collapse. Scientists agree that viruses, mites, drought, and loss of native habitat could also be contributing to the collapse.

Global Food Prices Continue to Rise

Continuing a decade-long increase, global food prices rose 2.7 percent in 2012, reaching levels not seen since the 1960s and 1970s but still well below the price spike of 1974. Between 2000 and 2012, the World Bank global food price index increased 104.5 percent, at an average annual rate of 6.5 percent.

The price increases reverse a previous trend when real prices of food commodities declined at an average annual rate of 0.6 percent from 1960 to 1999, approaching historic lows. The sustained price decline can be attributed to farmers’ success in keeping crop yields ahead of rising worldwide food demand. Although the global population grew by 3.8 billion or 122.9 percent between 1961 and 2010, net per capita food production increased by 49 percent over this period. Advances in crop breeding and an expansion of agricultural land drove this rise in production, as farmers cultivated an additional 434 million hectares between 1961 and 2010.

Food price volatility has increased dramatically since 2006. According to the United Nations Food and Agriculture Organization (FAO), the standard deviation—or measurement of variation from the average—for food prices between 1990 and 1999 was 7.7 index points, but it increased to 22.4 index points in the 2000–12 period.

Although food price volatility has increased in the last decade, it is not a new phenomenon. According to World Bank data, the standard deviation for food prices in 1960–99 was 11.9 index points higher than in 2000–12. Some price volatility is inherent in agricultural commodities markets, as they are strongly influenced by weather shocks. But the recent upward trend in food prices and volatility can be traced to additional factors including climate change, policies promoting the use of biofuels, rising energy and fertilizer prices, poor harvests, national export restrictions, rising global food demand, and low food stocks.

Perhaps most significant has been an increase in biofuels production in the last decade. Between 2000 and 2011, global biofuels production increased more than 500 percent, due in part to higher oil prices and the adoption of biofuel mandates in the United States and European Union (EU). According to a 2012 study by the University of Bonn’s Center for Development Research, if biofuel production continues to expand according to current plans, the price of feedstock crops (particularly maize, oilseed crops, and sugar cane) will increase more than 11 percent by 2020.

The Looming Threat of Water Scarcity

Some 1.2 billion people—almost a fifth of the world—live in areas of physical water scarcity, while another 1.6 billion face what can be called economic water shortage. The situation is only expected to worsen as population growth, climate change, investment and management shortfalls, and inefficient use of existing resources restrict the amount of water available to people. It is estimated that by 2025, 1.8 billion people will live in countries or regions with absolute water scarcity, with almost half of the world living in conditions of water stress.

Water scarcity has several definitions. Physical scarcity occurs when there is not enough water to meet demand; its symptoms include severe environmental degradation, declining groundwater, and unequal water distribution. Economic water scarcity occurs when there is a lack of investment and proper management to meet the demand of people who do not have the financial means to use existing water sources; the symptoms in this case normally include poor infrastructure.Large parts of Africa suffer from economic water scarcity.

Argan Oil: Too Much of a Good Thing?

Most people have heard of the health benefits of using olive oil instead of butter or other saturated animal fats. The monounsaturated fats in olive oil have been shown to reduce levels of harmful cholesterol, and as a result nutrition experts have touted it and other aspects of the Mediterranean Diet as heart healthy.

But olive oil isn’t the only celebrated oil from that region of the world. In Morocco, argan oil has been consumed by the Berber people for centuries. Berbers add the deep yellow, toasty-flavored oil to couscous, serve it alongside bread, or eat it on its own. Argan oil has been shown to reduce cholesterol and triglycerides in the blood, and recent research by France’s Institut Pasteur, Morocco’s Lipoproteins and Atherosclerosis Research Laboratory, and others suggests that it might contribute to the prevention of various cancers, cardiovascular diseases, and diabetes.

Beyond the health benefits of consuming argan oil, there are also important environmental benefits associated with its production. The same deep root systems that make argan trees well adapted to heat and frequent drought in southwestern Morocco also protect the land against soil erosion and desertification. Meanwhile, argan trees provide shade and protection for crops or pastureland, presenting opportunities for agroforestry.

Arguably, however, the most noteworthy impact of argan oil production is social. This rare oil has captivated a global audience, primarily because of its use in cosmetics. As a result, market prices have been on the rise (making it the most expensive edible oil in the world), and argan oil producers—largely local Moroccan women—have been reaping the benefits.

Because the process of extracting argan oil is extremely labor intensive (it can take 50 kilograms of seeds to produce just half a liter of oil), the women who produce it by hand are frequently part of production co-operatives, such as the UCFA (Union des Cooperatives des Femmes de l’Arganeraie). Founded in 1999, this innovative co-operative produces and markets argan oil and is supported by the Moroccan government as both a conservation and development strategy. Today, the UCFA unites 22 smaller women’s co-operatives. The women who make up these groups gain status, a steady income, and, in some cases, an education through their work.

Yet the argan oil boom has been a double-edged sword. Argan trees and the area in which they grow are threatened by overuse and deforestation. A study by the University of California, Davis finds that “the boom has predictably made households vigilant guardians of fruit on the tree, but it has not incited investments in longer term tree and forest health.” While the development of a UNESCO Biosphere Reserve in Morocco is a step in the right direction, it will be both economically and environmentally critical for the same non-governmental groups, development agencies, and government offices that supported argan oil production in the first place to keep sustainability in mind.

Sea Buckthorn: A Shrub That’s Good for People and the Environment

Sea buckthorn, also known as Siberian pineapple, sea berry, sandthorn, or swallowthorn, is a deciduous shrub that grows natively across northern Eurasia. As its name suggests, sea buckthorn’s branches are dense, stiff, and thorny, but its berries can provide nutrition for both people and wildlife.

Sea buckthorn is valued in parts of Europe and Asia for its nutritional and medicinal properties. Its bright orange berries are high in carotenoids, flavonoids, and vitamins A, C, E, and K; in fact, the concentration of vitamin C in sea buckthorn is higher than in strawberries, kiwis, oranges, tomatoes, and carrots. The berries have a fruity yet sour flavor and are often used in juices, jams, sauces, and liqueurs. The silver-gray leaves yield a tea rich in antioxidants, and the plants are even high in essential fatty acids.

While sea buckthorn is currently used medicinally in Russia and China, it has only recently attracted the attention of researchers across the world. Sea buckthorn oil, which can be extracted from seeds, is said to be anti-inflammatory, antimicrobial, and adaptogenic (helping the body develop resistance to stressors). It is used as a treatment for mucositis, ulcers, radiation damage, burns, and scalds, as well as to relieve pain and promote tissue regeneration. While clinical studies are still needed to fully understand its medicinal benefits, a study by Hamdard University in India shows that sea buckthorn may help protect against diabetes.

Beyond its human health benefits, sea buckthorn also boosts the health of the environment in which it grows. Because its extensive root system can bind together even sandy soils, sea buckthorn prevents water and wind erosion on slopes and in open areas. It is fairly drought and frost resistant, tolerates soil salinity and low temperatures, and can withstand a range of soil pH levels. Sea buckthorn also adds nitrogen to the soil through nitrogen fixation, so it can grow in marginal soils and help restore them.

Sea buckthorn provides food and shelter for a variety of animals. In the Loess Plateau of northern China, 51 species of birds are entirely dependent on the shrub for food.

Despite the relative ease of cultivation, sea buckthorn is difficult to harvest, and machines to efficiently collect the fresh berries are still being developed. Harvesting berries by hand is time consuming (some estimate 600 person-hours per acre, compared to the 120 person-hours per acre required for tomatoes). Until harvesting machines become readily available, large-scale cultivation of sea buckthorn may not be viable.

Given the many potential benefits offered by sea buckthorn, groups such as the European Commission’s EAN-Seabuck network have prioritized the development of economical and sustainable production methods for this plant. In the meantime, sea buckthorn retains its ability to improve environmental and human health on a smaller scale.

An Interview with Ela R. Bhatt, Founder of the Self Employed Women’s Association in India

In September 2012, Nourishing the Planet’s Carol Dreibelbis spoke with Ela R. Bhatt, founder of the Self Employed Women’s Association (SEWA) in India. SEWA is a national trade union that helps women working in informal sectors, like agriculture or childcare, gain the same rights, securities, and self-reliance as those who are formally employed. Ms. Bhatt, a Gandhian practitioner of non-violence and self-reliance, has dedicated her life to improving the lives of India’s poorest and most oppressed women workers.

In addition to founding SEWA, Ms. Bhatt is the founder of India’s first women’s bank, the Cooperative Bank of SEWA, and one of the founders of Women’s World Banking, a global microfinance organization that works to economically empower women. She served in the Indian Parliament from 1986 to 1989, and is a member of The Elders, an independent group of global leaders who work together for peace and human rights, among many other roles.

You gave a speech to the United Nations Development Programme in 2011 on your “100 Mile Principle”; since then, you completed field testing on the Principle. Can you explain what it is? 

The 100 Mile Principle urges us to meet life’s basic needs with goods and services that are produced no more than 100 miles from where we live. This includes food, shelter, clothing, primary education, primary health care, and primary banking.

The 100 Mile Principle ties decentralization, locality, size, and scale to livelihood, suggesting that the materials, energy, and knowledge that one needs to live should come from areas around us. Seed, soil, and water are forms of knowledge that need to be retained locally. Security stems from local innovations, not distant imports. Essentially, the link between humans and nature has to be restored; the link between production and consumption has to be recovered.

The Principle also focuses on the ideas of community and citizenship. I think citizenship has two levels: it is both membership in your community and membership in your nation-state. The social space defined by national citizenship is inadequate, and the nation-state alone can be alienating and coercive without membership in a community. Take food as an example: food has to be grown locally and made locally. When food is exported, the producers have no access to the fruits of their labor.

A community is autonomous when it controls food, clothing, and shelter. Communities lose control when they go beyond the local. When food is exported, when technology is centralized, when shelter depends on some remote housing policy, we lose our freedom as a community. So the 100 Mile Principle guarantees that citizens retain control, inventiveness, and diversity.

Why did you choose a distance of 100 miles?

One simple reason is that you can travel 100 miles and return home by dinner time. But 100 miles does not need to be taken literally—it represents the distance that can provide essential goods and services for a district or state. It could be 200 miles in a desert or hilly region, 50 miles in a dense, produce-rich location, or 10 miles near a town. The distance may also vary for different goods and services: food may come from within a 10-mile radius, but specialized healthcare may require 100 miles or more.

The distance of 100 miles is a starting point for thinking in local terms. Whenever we have used the term “100 miles,” people from all walks of life—students, rural women, economists, academics—have understood the focus on local goods and services.

How did you field test the 100 Mile Principle, and what were some of the most important results?

The field study involved over 100 households in 10 rural villages from Surendranagar and Anand/Kheda districts in Gujarat, a state in Western India. We spoke with households about how they meet their basic needs and how far they would need to travel for primary education, health care, and banking.

The study revealed that rural populations have some amount of control over their food through a combination of growing their own, bartering, community and caste practices, and the Public Distribution System. A great deal of local food production and consumption is already occurring. In the case of clothing, though, most prefer cheaper, easier-to-maintain synthetics and ready-made garments from outside of 100 miles. The study showed that many desire “city-type” homes: this could be achieved with use of local material and local manpower, meeting the 100 Mile Principle and maintaining freedom of choice.

Primary education is available in all of the villages, but there is limited capacity for technical or skill-related education. Very few of the villages have a local trained doctor, meaning residents must travel to the nearest town for health care. Home herbal remedies are still used but are now less favored than medicinal tablets from the village grocer.

How can the 100 Mile Principle help communities deal with some of the most pressing issues they face, such as food security?

Food security cannot be guaranteed by foreign imports. Instead, we encourage local seed banks, owned and run by small and marginal farmers. Local, small-scale warehousing would largely overcome the problem of food scarcity, as well as rampant waste of edible food products due to lack of storage. The possibility of setting up smaller grain storage units owned by and managed by a group of small-scale farmers needs to be explored. There should also be local tool banks so that farmers can borrow these when required.

We also suggest that every primary school at the rural level develop an agricultural training center. Here, young people can learn improved farming techniques, farm-related IT skills, food processing, and on-farm processing. Prompt actions should also be taken to release the mortgaged land of small and marginal farmers. Land is their only source of livelihood.

Many small and marginal farmers can grow enough food for their own needs as well as some surplus to sell. But, for a number of reasons—including increasing cultivation of cash crops instead of food crops, animal pest management problems, and the rapid sale of land for industry—the situation is changing.

To combat hunger and to achieve food security for all, we have to protect ways of life and livelihoods of the farming communities. This is the fundamental policy point. Growing food grains should be a viable and profitable occupation for the farming community. But, broadly speaking, the producer currently gets about 60-70 percent of the price paid in the market, and the balance goes to the middleman or the enterprise that sells the products. Therefore, middlemen should be removed where possible. It is also important to bring down the input costs, including the costs of irrigation, seeds, and fertilizers.

As the founder of the Self Employed Women’s Association, you work to organize women for full employment and self-reliance. What role does the 100 Mile Principle play in women’s success?

After field testing the 100 Mile Principle, I am convinced more than ever that without the active participation of women farmers, hunger cannot be reduced. When the 100 Mile Principle is put into action, productive work opportunities and income will increase, the health of women and girls will increase, infant and maternal mortality will decrease, and housing will improve. In addition, there will be a decline in compulsive migration of youth from villages to cities, increasing local assets. Local farmers will take active interest in crop planning and learning new agricultural skills. Farmers, artisans, and village officials will strengthen their community.

What criticisms has the 100 Mile Principle faced?

We have received a variety of criticisms. Some people consider the Principle to be too theoretical, or irrelevant to urban areas. Others feel that it is inhibiting progress in this era of globalization. And others have suggested that it goes against the ideas of freedom of choice and the power of market forces—particularly competitive advantage.

Despite this criticism, we know through SEWA experience that ideas can be translated into a measurable influence on the lives of people. At the same time, I want to make clear that the Principle is a guide or a philosophy rather than something to be forced on anyone.

What are your plans to continue refining and spreading the 100 Mile Principle?

At some point I would like to carry out fieldwork in other parts of India to gain more data on the Principle. In the meantime, my major aim is to propagate this idea, especially among young people and urban consumers. Some of the findings also have implications for public policy, especially measures that help small-scale farmers and family farms.

There are some policies and government schemes already in place for health care and nutrition, but there is a large communication gap that prevents these policies from being as effective as possible. Control and implementation of these schemes need to be in the hands of local people who are aware of the realities on the ground. I am in the process of putting the field study results in the form of a book.

U.S. Ag Education Groups Make Soil Health a Priority

In the United States, some agricultural organizations are beginning to recognize the value of training new leaders in sustainable farming practices. In the state of Nebraska, Nebraska Agricultural Education and the Nebraska Future Farmers of America Association (FFA) are in their second year of providing teachers and students with the skills they need to conserve and restore the local landscape, thanks to a three-year, $200,000 grant from the Nebraska Environmental Trust.

With the awareness that the world may need to feed an additional 3 billion mouths by 2050, Nebraska Agricultural Education aims to “prepare students for successful careers and a lifetime of informed choices in the global agriculture, food, and natural resource systems.” The organization provides in-class and experiential instruction to more than 13,000 students in 148 schools each year.

With 93 percent of its land devoted to agriculture, Nebraska is one of the United States’ most productive agricultural areas. In 2012, it ranked first nationally in terms of commercial red meat production, the area of irrigated land harvested, and Great Northern beans production. In 2011, it ranked second in ethanol production capacity, with 24 operating plants having production capacity of 2.2 billion gallons (83,279,059,600 liters). In 2010, total cash receipts from farm marketings were over $17 billion, representing 5.5 percent of the U.S. total. In 2008, it was ranked eighth nationally in certified organic cropland acres (52,551 ha) and eighth in certified organic pasture acres (21,518 ha).

The Nebraska FFA Association supports Nebraska Agricultural Education’s leadership and career development roles, with the understanding that “today’s agriculture education students will be…responsible for ensuring a safe and stable food and fiber supply for the growing world.” The FFA reaches more than 6,500 high school students in Nebraska.

During the 2011–12 grant year, 100 schools in Nebraska received free soil testing kits and professional development training for teachers through the Nebraska Agricultural Education Soils Project. More than 100 FFA educators attended a two-day workshop in June 2011 on soil science, where they received soil guides and participated in field- and lab-based exercises to learn how to use the kits.

The soil quality kits, which include buckets, vests, gram scales, measuring wheels, soil probes, spades, measuring tapes, and other equipment, enable the educators to teach their own students how to assess important soil properties, including moisture, electrical conductivity, temperature, phosphate, nitrate and nitrite, pH, aggregate stability, organic matter, respiration, bulk density, and infiltration. Proper soil management can prevent land degradation (i.e. erosion), which can impact agronomic productivity, the environment, food security, and even quality of life. According to the Secretary General of the United Nations, Ban Ki-moon, “Global efforts to halt and reverse land degradation are integral to creating the future we want…Sustainable land use is a prerequisite for lifting billions from poverty, enabling food and nutrition security, and safeguarding water supplies. It is a cornerstone of sustainable development.”

The soil science workshop received overwhelmingly positive feedback from participants. “There is so much great information and materials to help me teach soil science. Thank you so much for allowing me to be part of it,” said Amber Endres, an agricultural educator in Hartington, in northeast Nebraska. Beyond the trainings, follow-up sessions provide resources and education to additional teachers.

Ed George, the Soils Project coordinator, views the initiative as a way to boost students’ confidence and engagement both in and out of school. He notes that the Soils Project enables students to recognize the impact that humans have on the environment, to engage with local environmental concerns, and to grow into “future leaders, with the skills to sustain Nebraska’s land productivity and soil health.

Iguana Meat Is on the Table

Green and scaly, with a mouth full of sharp teeth, the iguana might not look like a nutritious meal. But as the iguana population surpasses the human population in Puerto Rico—destroying gardens, digging holes under houses, and blocking roads and runways—residents are beginning to use the animal for meat. Although there is, as of yet, little global demand for this untraditional dish, Puerto Ricans are looking to international meat markets to support local pest control.

Iguanas originated in Central and South America and were first brought to Puerto Rico in the 1970s to be sold as pets. The reptiles reproduce quickly, with mature females laying up to 70 eggs annually. Once iguanas entered the wild in Puerto Rico, the population quickly spiraled out of control. The animals are well camouflaged and very fast, which makes them difficult to catch.

By using iguanas for food, Puerto Ricans have found an effective way to control the reptile’s exploding population. Iguana meat has been compared to a slightly sweeter version of chicken, and common recipes include stews, tacos, and roasts. Iguana eggs are edible as well, and are said to have a rich, cheesy flavor. Puerto Rico is not the only place using iguanas for food: in Central and South America, the meat is seen as a delicacy. Nutritionally, it is rich in minerals, such as calcium and magnesium, and has more protein than chicken. If Puerto Ricans develop a taste for the meat, iguana could become a staple food source for the island.

Some other countries, including El Salvador and Mexico, already have export industries for iguana meat. Between 2001 and 2008, the United States imported more than 9,071.85 kilograms of the meat to meet the low but rising demand for consumption by humans. According to the Dallas Observer, iguana meat can go for up to $50 per pound in some U.S. markets. The business can be so lucrative that people in some countries have established iguana farms to ensure consistent supply. The production of iguana has resulted in markets for other products as well: iguana skin is used to make leather, while iguana oil is used for medicinal purposes (for example, for rheumatism, to clear up bruises, and as an aphrodisiac).

The production of iguana meat and other products could benefit Puerto Rico in multiple ways: it could protect other Puerto Rican fauna, offer new employment opportunities, and boost domestic food security.

Reforming Energy Subsidies Could Curb India’s Water Stress

Water scarcity is a global problem, as demonstrated by the recent droughts across the U.S. Midwest and the Horn of Africa. And it is projected to become increasingly widespread in the coming years: the 2030 Water Resources Group estimates that by 2030, one-third of the world’s population will live in regions where demand for water exceeds supply by more than 50 percent.

The rapidly growing and urbanizing global population will need more natural resources, especially water, to feed and sustain itself in the coming years. The effects of climate change will only exacerbate water scarcity. A rise in sea levels will increase the salinity of already-limited freshwater resources. Changing weather patterns will further polarize rainfall levels around the world: according to climate experts, many wet regions will see more rain and increasing flood risk, while many dry regions will experience less rainfall, increasing the frequency of drought.

India’s water woes

Although water scarcity is a global concern, some countries, such as India, are more affected than others. Home to 1.2 billion people, India struggles to feed 17 percent of the world’s population with just 4 percent of the world’s freshwater resources. More than 85 percent of India’s villages and over half of its cities rely on groundwater for agriculture, domestic use, and industry, but overuse has resulted in sinking water tables. Despite relative scarcity, India is the largest freshwater user in the world.

Water levels of India’s dams are falling to record lows. According to an analysis by NASA hydrologists, India’s water tables are declining at a rate of 0.3 meters per year, and between 2002 and 2008 more than 108.37 cubic kilometers of groundwater disappeared—double the capacity of India’s largest surface water reservoir. Decreasing levels of dams and rivers could lead to political conflict within the country, as well as conflict with neighboring countries, such as Bangladesh and Pakistan.

Although Aunt Mabel’s Christmas trifle might top your list of current food concerns, there are a few other things about U.S. food and agriculture worth considering as you look back on 2012, and forward to 2013:

1. Farm Bill Deadlock. The 2008 Farm Bill, which established the most recent round of policies and support programs for the U.S. food system, expired in September. Although the Senate has passed a new version of the bill, the House has not; congressional leaders are deadlocked on the issues of cutbacks in crop subsidies and reductions in food stamps. If the House does not reach an agreement, U.S. farm policy will revert to the last “permanent” Farm Bill, passed in 1949. With 1949 policy, many innovative programs that invest in sustainable agriculture (like low-interest loans for newfemale, or minority farmers) could be forced to shut down; the price for dairy products could double in January; and antiquated farm subsidies could increase by billions of dollars, likely leading to greater overproduction of commodity crops like corn and soybeans (to the benefit of agribusiness and the detriment of small and medium-sized farms).

2. Enduring Drought. Although media attention has faded, nearly 80 percent of U.S. agricultural land continues to experience drought conditions, according to recent data from the U.S. Department of Agriculture (USDA), making this year’s drought more extensive than any experienced since the 1950s. The drought is expected to make food more expensive in 2013 (the USDA predicts a 3 to 4 percent increase in the Consumer Price Index), particularly meat and dairy products. To boost agriculture’s resilience to drought and other forms of climate variability, farmers can increase crop diversity, irrigate more efficiently, adopt agroecological practices, and plant trees in and around farms. Consumers can support small-scale farmers, eat less meat, and pressure the government to enact food policies that support sustainable agriculture.

3. Acceleration of Both the Food Sovereignty Movement and Agribusiness Lobbying. Achieving food sovereignty, or a food system in which producers and consumers are locally connected and food is produced sustainably by small farms, is increasingly a priority for communities in the United States and worldwide. According to the USDA’s National Farmers Market Directory, the total number of farmers markets in the United States increased by 9.6 percent between 2011 and 2012, while winter markets increased by 52 percent. But also accelerating is agribusiness lobbying: campaign contributions from large food production and processing groups—including American Crystal Sugar Company, the Altria GroupAmerican Farm Bureau, the National Cattlemen’s Beef AssociationCalifornia DairiesMonsantoSafeway Inc., and Cargill—increased from $68.3 million in the 2008 election cycle to $78.4 million in 2012, a 12.8 percent change.

4. Failed GM Labeling Bill in California. Although 47 percent of Californians voted in favor of Prop 37, a measure that would have required food companies and retailers to label food containing genetically modified (GM) ingredients, the initiative failed to pass in November. According to California Watch, food and agribusiness companies including The Hershey Co., Nestlé USA, Mars Inc., and Monsanto contributed $44 million in opposition of the initiative, while those in favor of GM labeling contributed $7.3 million. Also notable: the first independent, peer-reviewed study of GM food safety, published in the August issue of the Journal of Food and Chemical Toxicology, found that rats fed low-levels of Monsanto’s maize NK603for a period of two years (a rat’s average lifespan) suffered from mammary tumors and severe kidney and liver damage. Although the science is not yet conclusive, the U.S. Food and Drug Administration should urge consumers to familiarize themselves with the potential health risks of GM food consumption, and should conduct additional studies.

5. Corn Ethanol Found to Be Environmentally Unfriendly. study released by the Swiss Federal Laboratories for Materials Science and Technology in September found that the increased production of corn for ethanol creates environmental problems like soil acidification and the pollution of lakes and rivers. Although corn has long ruled the biofuels industry (ethanol accounted for 98 percent of domestic biofuel production in 2011), its relative energy-conversion inefficiency and sensitivity to high temperatures—in addition to its environmental footprint—make it an unsustainable long-term energy option. Perennial bioenergy crops like willow, sycamore, sweetgum, jatropha, and cottonwood, however, grow quickly; require considerably less fertilizer, pesticide, and herbicide application than annual crops; can thrive on marginal land (i.e., steep slopes); and are often hardier than annual alternatives like corn and soy.

6. Red Meat Production Increases. According to the USDA Economic Research Service, while domestic beef production isprojected to decline in 2012, overall monthly red meat production is up from 2011 levels (due to an increase in pork, lamb, and mutton production). Americans eat a lot of meat: per capita, more than almost anyone else in the world. In 2009, the most recent year for which U.S. Census consumption data is available, the United States consumed nearly 5 million tons more beef than China, although the Chinese population was four times larger. U.S. consumers could significantly reduce per capita greenhouse gas emissions by eating less red meat (the production of which is input intensive). A study published in theJournal of Environmental Science and Technology suggests that switching from a diet based on red meat and dairy to one based on chicken, fish, and eggs could reduce the average household’s yearly emissions by an amount equivalent to driving a 25 mile per gallon automobile 5,340 miles (approximately the distance from San Francisco to Washington, D.C. and back).

7. Stanford Study on Organics Leads to Emotional Debate. A Stanford study titled “Are Organic Foods Safer or Healthier than Conventional Alternatives?” provoked emotional debate in September. The study found that the published literature lacks strong evidence that organic foods are significantly more nutritious than conventional foods, although it also found that consumption of organic foods can reduce exposure to pesticide residues and antibiotic-resistant bacteria. The study’s results were misinterpreted by many, including members of the media, to imply that organic food is not “healthier” than conventional food. In reality, the study calls into question whether organic food is more nutritious than conventional food, and affirms that organics are indeed less pesticide-ridden than conventional alternatives (the primary reason many consumers buy organic).

8. World Food Prize Recognizes Water-Saving Potential of Drip Irrigation. In October, the World Food Prize was awarded to Israeli scientist Daniel Hillel in honor of his contributions to modern drip irrigation technology. Drip irrigation is the precise application of water to plant roots via tiny holes in pipes, allowing a controlled amount of water to drip into the ground. This precision avoids water loss due to evaporation, enables plants to absorb water at their roots (where they need it most), and allows farmers to water only those rows or crops they want to, in lieu of an entire field. Drip irrigation can enhance plant growth, boost crop yields, and improve plant nutritional quality, while minimizing water waste, according to multiple sources (Cornell University ecologists, and a study conducted by the government of Zimbabwe, among others). Agriculture account for 70 percent of water use worldwide; numerous organizations, including the Pacific Institute, have argued that the efficient and conservative use of water in agriculture is a top priority, especially as overuse and climate change threaten to exacerbate situations of water scarcity.

9. Rio+20 Affirms Commitment to Sustainable Development in AgricultureThe Future We Wantthe non-binding agreement produced at the United Nations’ Rio+20 conference in June, acknowledges that food security and nutrition have become pressing global challenges, and affirms international commitment to enhancing food security and access to adequate, safe, and nutritious food for present and future generations. In the document, the international community urges the development of multilateral strategies to promote the participation of farmers, especially smallholder farmers (including women) in agricultural markets; stresses the need to enhance sustainable livestock production; and recognizes the need to manage the risks associated with high and volatile food prices and their consequences for smallholder farmers and poor urban dwellers around the world. But overall, the agreement was heralded as a failure by many groups, including Greenpeace, Oxfam, and the World Wildlife Fund. According to Kumi Naidoo, the head of Greenpeace, “We were promised the ‘future we want’ but are now being presented with a ‘common vision’ of a polluter’s charter that will cook the planet, empty the oceans, and wreck the rain forests…This is not a foundation on which to grow economies or pull people out of poverty, it’s the last will and testament of a destructive twentieth century development model.”

10. White House Calls for More Investment in Agricultural Research and Innovation. A new report, released by an independent, presidentially appointed advisory group earlier this month, argues that the federal government should launch a coordinated effort to boost American agricultural science by increasing public investment and rebalancing the USDA’s research portfolio. The report cautions that U.S. agriculture faces a number of challenges that are poised to become much more serious in years to come: the need to manage new pests, pathogens, and invasive plants; increase the efficiency of water use; reduce the environmental footprint of agriculture; adapt to a changing climate; and accommodate demands for bioenergy—all while continuing to produce safe and nutritious food at home and for those in need abroad. Overall, the report calls for an increase in U.S. investment in agricultural research by a total of $700 million per year, to nurture a new “innovation ecosystem” capable of leveraging the best of America’s diverse science and technology enterprise for advancements in agriculture.

Although they might not be sexy, agricultural issues are worth caring about. The way we choose to grow, process, distribute, consume, and legislate on behalf of food can affect everything from public health, to greenhouse gas emissions, to global food availability, to water quality, to the ability of our food system to withstand shocks like floods and droughts. By familiarizing ourselves with these and other food issues, we as consumers can make informed decisions in both the grocery store and the voting booth, and can generate the action needed to move our food system in a healthy, equitable, and sustainable direction in 2013.
